Regarding the slowness at 8.00am, it is because 01) Tatkal window opens at 8.00am only. 02) Regular booking window too opens at 8.00am only. So naturally, there will be a little more load on the Servers around 8.00am. This is a natural phenomena. Of course, I also agree with the majority comments. The IRCTC ie. Not only in railways but also in telecom or other online payments, ICICI gateway will deduct your amount but will not transfer the same to the vendor in stipulated time which cause for "Time Out" error. In these cases your card provider will claim to remmit the money to vendor but in actual it has not been. This problem is at this epitome with ICICI.
