T-Series Music CompanyThe youtube policies are clearly stated that if any content is reported as copyright it will be removed down, but while uploading the content there wont be any moderation because enormous number of videos are uploaded daily and its practically not possible to moderate every video since many of these are not worth.

Youtube Video SharingAccording to this new order youtube is not allowed to host T-Series content on their video sharing website and they will need to moderate all the uploaded content/videos if any T-series owned copyright content is uploaded.
