when ever your computer is infected with viruses and spywares first system programs that will be effected are taskmanager and regsitry editor and ofcourse folder options will be disabled.

for the folder.exe virus get avast r kaspersky antivirus,
for enabling the taskmaneger and CMD go to start ---> run ---> gpedit.msc ---> User configuration --->administrative templates---> system ---> prevent access to command prompt. double click that and set it to disable.... that should work and search for the task manager option also there it self u will find that and it should hopefully work

Recently my command prompt and taskmanager were disabled And when i make a folder let say Games then a new folder is made itself inside naming Games.exe.
