Umm.. there is no secret mantra for it..
I would suggest you to have more backlinks,, more promotion.. that might help.. and the real guru's are on this forum.. so you can ask them too

To rank for Web Hosting word you should have some highly developed skillz and I don't think that's easy for a new website owner..
Look for long tailed keywords in a specific region coz even Cheap web hosting.. Reliable Webhosting are quite competitive.. choose something like Indian Best webhosting .. make it specific...

Should atleast be around 2000 USD with smart work to get started and then around 500-1000$/month for continious updations like content development and link building. In this way you gain rankings for the long term which are strong and always move up.

No Dont go for those kind of backlinks, go for links which are of natural kind, i mean which dont look like the links are purchased. Example if you are looking to rank for web hosting related keywords, offer articles/tutorials on different web hosting related stuff which visitors cannot find easily elsewhere and this way you get people who link to your sites.
