3) What related Blogs and Websites do you read regularly?
Most of the good Web Designers are up to date on the latest news and articles related to their industry to keep them ahead of others and up to date on new technology. This question would help you to filter passionate web designers from others.
4) Do you have a Portfolio?
Ask your Web Designer to show their past work so that you can get an idea of the quality of their work to which you can expect.
5) What Browsers they Use?
A good Web Designer uses all major browsers to test the cross-browser compatibility of a Website. Do they use any additional plug-ins on their browsers? This would help you to determine their Skill set.
6) What are your Favorite Programming Languages and Why?
This question would help you to judge the programming skills of Web Designer especially if you want to develop some Web applications or other interactive features for your Website.
7) Can you fix the Code?
Give them some broken code and ask them to find all errors in the code and fix it so that you can judge their development language skills.
8 ) What makes you Unique?
This is a good question to ask as it allows the Web Designer to list his attributes and qualities that would enable and decipher if this person would be compatible with the rest of the team.
9) Can You Create a Sample?
Ask the Web Designer to create a small sample of your website so that you can understand what the designer has in mind and how you website would look like after the project is completed. Tell them about your requirements and see what they will present you.
10) Would your Web Designers handle Website Maintenance Tasks?
Most Web Designers provide free maintenance for a few months; it includes upgrading your web platforms to new versions etc.
11) Who owns the content and Website Design?
Most Web Design companies provide complete packages, which includes hosting, Website maintenance etc. Most of these companies can force you to keep paying high fees for hosting or lose your data. Make it clear with the Web Design Company that you own the content and website and that you are free to take it to any other hosting company at any time.

I found this article quite informative however i found some points bit conflicting and invalid. like “What related Blogs and Websites do you read regularly?”. The client has no relation with how a designer updates his knowledge. Its apparent with design sample he submits.
“What Browsers they Use?” is again a pointless question as a designer will make the site cross browser compatible regardless of his personal preferences
“What tools do you use for designing a Website?”… u wanna judge a designer based on tools he uses??? thts absurd…. a designer may choose tools as per his convenience and no tools have global marking that tells how grt a designer is….
So as per practical point of view i found this article little misleading.
As a web designer you could implement all these points or maybe more into an introductory email.
